In particular, the parties signed an intergovernmental agreement,which opens the way to concluding a contract for the supply of four divisions of the long-range anti-aircraft missile system S-400 to India. Until now, this powerful system was exported only to China - in 2014 a contract was signed for the supply of four divisions worth about $ 2 billion. According to the editor of the Moscow Defense Brief, Mikhail Barabanov, earlier India actually ordered Israeli companies to develop a large-scale anti-aircraft missile system. The Barak 8 range and the decision in favor of the Russian system may mean that the Indians are not completely satisfied with the characteristics of the Israeli product.
In addition, Moscow and Delhi signed an intergovernmental agreement on the sale of four frigates of Project 11356 to India. Previously, India supplied six frigates of this type, and in 2011 six more frigates ordered the Kaliningrad shipyard Yantar for the Black Sea Fleet of the Russian Defense Ministry. Three frigates were built, but three more, the construction of which began, there were problems with the completion due to the crisis in Ukraine - the Ukrainian enterprise Zorya-mashproyekt refused to supply the already paid gas turbine propulsion systems for these ships.Ultimately, it was decided that for India these installations will be delivered, with one ship being completed in Russia, and the others will be transported for completion to India (where the fourth frigate will be laid), says a person close to the leadership of Rosoboronexport. Such a scheme, among other things, corresponds to the concept of Make in India, aimed at enhancing the role of Indian industry and is the official policy of the government of Prime Minister Modi.
But the real triumph of the Make in India concept was a tripartite intercorporate agreement on the creation of a joint venture for assembling Ka-226T light helicopters in India, signed by Rosoboronexport, Russian Helicopters and the Indian state company HAL. These helicopters for the needs of the Indian security forces will be assembled in India with the maximum possible localization of production, and the total number of machines produced can reach several hundred. According to the representative of the Russian Ministry of Industry and Trade, it is planned that the first 60 helicopters will be delivered from Russia, and 140 - produced in this new enterprise.
According to a man in the Russian defense industry,In Goa, a long-negotiated agreement was signed on transferring India to leasing a multi-purpose nuclear submarine of Project 971 from the Russian Navy, for which it will be renovated and modernized. In 2007 India already leased for $ 900 million the completed nuclear submarine of this type, the Nerpa, which received the name Chakra in honor of the Soviet nuclear submarine of project 670, which the USSR leased to India in 1988–1990.
According to the expert of the Center for Analysis of Strategies and Technologies Konstantin Makienko, the signing of even such agreements, which are not yet contracts, opens the way to the implementation of projects whose total value clearly exceeds $ 6 billion.
